Insert the toggle to the hole in the plaster wall before the toggle has clearance on another side of the wall to completely unfold, and drive to the hole in the installation strap. Pull the straps towards one to test the toggle in the event that you are unsure. The straps can not pull from the wall when the toggle has unfolded.
